I attended a very interesting City Council Work Session Thursday to discuss City Dock and Carr’s Beach. Here are the updates:

City Dock

Schedule:

Phase 1A: April-Oct, 2025 (ongoing, complete to clear for boat shows)

• Harbormaster Bldg

• Utility & Electric Work

Phase 1: Nov 2025-March 2027

• Welcome Center

• Craig Street -Susan Campbell Park

• Prince George St. Park Elevation

Phase 2: Nov 2026-Oct 2027

• Craig St – Market House

• Around to Choptank Restaurant

Total project cost is $86M

Federal Grants: $37.34M including $33M FEMA grant

• State: $10M

• City: $37M

• County: $2M

• Plus working on Private Donations: $1M

FEMA Grant:

• Annapolis Director of Public Works is confident city will get FEMA grant

• Should hear end of August

• If we don’t get grant, project will go forward but downscaled; it would take 12 to 18 months to create new plan

Carr’s Beach

• Project includes beach with lifeguard, ferry landing/fishing dock, kayak launch, social gathering space, cabanas, pavilion, grove, welcome center, and interpretive signage

• Project is fully funded

• Project will go to bid when permitting process is completed; contractor will be identified in 1 to 2 months and then construction is expected to take 4 months

• Anticipate completion in 2026
